REACH Regulation

Registration, Evaluation, Authorization and Restriction of Chemicals (REACH)

From 31 May 2008, European REACH (Regulation EC No. 1907/2006 of the European Parliament and of the Council on the registration, evaluation, authorization and restriction of chemical substances) applies to all chemical substances produced or imported into the European Union. This means that only substances registered by the manufacturer or importer under the REACH regulation are authorized in cosmetic products intended for sale on the European market. Furthermore, as an importer of a finished product, you are also considered an importer of all ingredients/substances contained therein and may have to register them. This REACH obligation applies to almost all types of products, including cosmetics, detergents, biocides, room fragrances, etc. .... (Medicines and products intended for human or animal consumption are excluded).

Since the fundamental principle of the REACH regulation is "no data, no market", it can have a significant impact on companies, including cosmetic brands, in that products whose REACH traceability has not been approved may be refused marketing. Pharmilab supports all members of the cosmetic market supply chain (ingredient suppliers, manufacturers, brands and distributors) to assess and comply with their REACH obligations.

  • Classifying your product and creating the Material Safety Data Sheet (MSDS)

  • A toxicological risk assessment in accordance with the Association of Soaps, Detergents and Maintenance Products International (A.I.S.E.) guidelines. Specific precautionary words to label on the packaging are provided.

  • An analysis of the finished product to ensure that the regulatory dossier is exhaustive and fully compliant.

  • An analysis of the claim to ensure your commercial communication complies with relevant legal texts and industry practices.

  • An analysis of the label to check whether the consumer information it provides complies with relevant legislation.

  • Analysis of compliance with biocides regulations (if necessary)

  • Poison center notification (if necessary)
