Cosmetic care routines have become an increasingly integral part of the daily lives of millions of people. Given the impact these routines have on maintaining healthy skin, as well as their influence on people's overall well-being and self-confidence, the cosmetic industry has gained significant strength and importance in recent years.

While it is true that there is significant investment in researching new resources for the development of an ever-expanding range of cosmetic products, it is also true that, with this growing variety, ensuring the safety of these products has become increasingly important.


The development of the Cosmetic Product Safety Report (CPSR) thus emerges as a crucial step in the assessment of product safety.


This report evaluates aspects such as the specific and expected use of the cosmetic product, its physicochemical properties, as well as its microbiological quality and qualitative and quantitative composition. The analysis of the composition takes into account the assessment of restrictions imposed on certain ingredients by Regulation (EC) No 1223/2009. The stability reports and the efficacy of the product’s preservative system are also reviewed —although for the latter, low microbiological risk products (such as soaps, alcohol-based products, or water-free formulations) are exempt. If there is any record of adverse effects, the potential impact on the expected use of the product is also assessed. Additionally, it is important to ensure the compatibility between the packaging and the product itself to prevent the migration of harmful substances from the packaging into the product.
